Govenor Noem released the type of memoir/policy books one does nowadays when eyeing higher office. She's positioning herself for the vice presidental nomination.
In the book, she tells a story of shooting an untrainable dog which she personally hated, and then wishing she could put down the current president's dog in a similar fashion (Commander has had an issue of biting several people and I don't think is allowed in the White House anymore.)
The story caused all sorts of outrage, some feigned obviously. For a lot of us city people, the idea of an uncontrollable work dog you take back out and shoot just doesn't register. Unruly dogs get managed by sending them away to pounds to be euthanized out of sight, out of mind.
The strange thing was telling the story in the first place. I assume it was to portray herself in a certain light but on its face it had to be recognized to open herself up to easy criticism and lots of jokes about being some sort of canine terminator.

Wow.I also think there is an additional interpretation to it where right-leaning/libertarian accounts have been insinuating that they are months away from destroying their enemies; in her case, it would be dogs. However, I've not been keeping up with those memes to really contextualize that bit.

What distinguishes criminal law from civil law is punishment. Society determines some actions are so abhorrent that the remedy of $$ to the victim is insufficient. The criminal himself must suffer some kind of violence inflicted by society, because society as a whole has been victimized by the act.
